District Level Monitoring Committee meeting held
AALO, Oct 29: The District Level Monitoring Committee (DLMC) meeting was held at Aalo recently.
The meeting was conducted to assess the status of large number of projects in various
sectors under Special Plan Assistance from the year 2006-
Chairing the meet, ADC T Talom asked the DPO to provide copies of sanctioned projects to all administrative officers of the district and PRIs to closely monitor it. He asked all executing agencies to furnish completion report within speculated time as per guidelines and added that irregular submission of quarterly report, utilization certificate and photos to authenticate the created assets hinder getting the next installment from Govt. of India.
He also said that absenteeism in such all important meeting by officers and deputing subordinate officers who cannot catch up the subject matter should strictly be avoided.
The West Siang Zilla Parishad Chairperson, Yaman Bagra insisted on keeping in touch with the panchayat leaders while executing the centrally sponsored schemes. The District Planning Officer Millo Pussang said that projects are to be taken up as per the guidelines of government of India to avoid bad reputation and delay in flow of budgetary grant from govt. of India.
The Executing Agencies representing different departments presented their status report on all ongoing and completed projects. Land ownership problem in implementing the projects, difficulty in information dissemination of all old schemes, anomalies in working out the actual BPL etc. were brought to fore by the Executing Agencies. The PRI leaders of respective segments also highlighted their problems in implementation of development packages by the Executing Agencies as they sometimes not kept in touch nor intimated about the details of the problems. 18 blood units collected
ITANAGAR, Oct 29: About 18 units of blood were collected in a voluntary blood donation camp organized by the members of Vigen India, Itanagar centre at Niti Vihar here.
Prior to the start of the blood donation, a brief donors motivation session on voluntary blood donation was conducted by Arunachal Pradesh State Aids Control Society (APSACS) Deputy Director (Blood Safety Cell) Dr. Nabam Budh, Jt.DHS (NVBDCP) Dr. Allok Yirang.
Both Dr. Budh and Dr. Yirang spoke about the necessity of donating blood to meet the growing demands. Lenin Tunghi, Vice Chairman, Arunachal Vivekananda Yuva Shakti gave a motivational speech to the donors present on the occasion.
The technical support for the camp was provided by RK Mission Hospital, Itanagar under the guidance of Dr. Padu, Medical Officer.
Load restriction
ITANAGAR, Oct 29: In view of the onset of low hydro season in North East region, the Department of Power, GoAP, has ordered load restriction to various districts drawing power from central sector power sources with effective from November 1.
Power supply to consumers may be affected in form of local load shedding on account of the restriction. The restriction has been ordered in view of overall grid operation in the state and the region. This order will remain in force until reviewed depending upon the availability of central sector power, the release added.

Speed up ongoing projects, Kaso urges officers
ITANAGAR, Oct 29: Parliamentary Secretary UD & Housing, Town Planning & Land Management Techi Kaso on Tuesday urged the officers to speed up ongoing projects specially roads in the Capital Complex. Kaso was addressing the officers in a coordination meeting held in his office chamber. The meeting was attended by Additional District Magistrate, Executive Engineers of PWD, RWD, UD and Electrical and Councillor and officers from district administration. Parliamentary Secretary who is also local MLA directed officers to discuss with deputy commissioner and take his guidance before taking NOC for execution of new projects so that implementing agencies do not face obstacles.

Society pleads for relief for fire victims
ITANAGAR, Oct 29: Kameng and Tawang District Welfare Society appealed to the state Govt. to provide all possible help and assistance to the victims of recent Nafra fire incident, including the family of the minor girl, who died in the incident, for their quick rehabilitation.
The society urged the authority concerned to assess the properties lost or damaged in the devastating fire that broke out on October 25 rendering 11 families homeless for providing relief.
It also called upon all likeminded people to extend their helping hands to affected families at this hour of crisis.

Don’t deny the right
Health, family and tribal affairs minister Kalikho Pul on Tuesday warned of "Kargil-
Union government has been adopting double standard attitude towards Arunachal. Many of the developmental projects get rejected when measured with population index. Arunachal is a sparsely populated state. In some villages hardly one or two family lives. But those people will never leave their home. It is duty of government to provide basic amenities to every citizens of this state. Just using population as pretext, union government has no right to deny developmental projects to these people. It is unfair to compare Arunachal’s villages with that of mainland India when awarding developmental schemes. Government of India should formulate separate policy for NE regions.

Not a fair exam
Dear Editor,
This is regarding the advertisement published on 21th September 2014 for recruitment in SSA West Siang.
For the posts of Accountant, the educational qualification was B.A/B.COM/BBA. In admit card also it was written that exam will be held on General studies and Commerce.
But Alas! In the examination hall we found that question paper was one sided. The questions were purely from commerce subject and there were no questions related to general studies.
How can B.A students compete with B.com students in commerce subjects? If the posts were only for B.COM/BBA students then why did they put B.A in the advertisements?
Even for the post of part time teacher many candidates were rejected twice. First list was out on 15th Oct 2014 where some B.A. candidates were rejected for not holding ITI/Diploma certificates. As per my knowledge Teacher may have B.Ed/DIET/ certificates or APTET qualified but Diploma/ITI certificate is not required.
However, later in the second list published on 20th Oct, many B.A. candidates were rejected for not mentioning the post. It is pertinent to mention that no other post was mentioned in the form so we filled it up as per the advertisement. How was we to know that there will be Physical & Health, work, arts Teachers?
Office Staffs were not showing even the selected lists of the candidates.
The examination was just an eye wash.

The woes of traffic wardens
Dear Editor,
Through your esteemed daily, I would like to highlight the problems being faced by the Itanagar Traffic Wardens. They are working hard with lot of sincerity. They have to work for six hours without any rest or break for six days a week, come sunshine or rain. Apart from guiding the traffic, the traffic warden help old people, physically challenged, school going children cross the road.
But the salary we get is abysmal. We get lesser than the lowest paid govt employees.
So I earnestly request the concerned authorities to please enhance the salary of the wardens.

Give first privilege to CSE/IT degree holders
Dear Editor,
Through your esteemed daily, I would like to draw the attention of higher authorities about improper recruitment policy of IT Teacher for some higher secondary/secondary schools by Directorate of Secondary Education published in various dailies dated 12th Oct 2014.
Candidates with DCA/B+ certificates course are eligible for the posts.
Teachers are one of the most regarded and respectful persons in the society because every child’s future depends on them. In spite of the growing modern age, the education system is becoming bad from worse.
This is happening because of the improper eligibility criteria and recruitment process made by our higher authorities. Nowadays every person has knowledge of basic computer application.
But authorities should know that there’s a very big difference between a Basic Certificate holder and those who have four years professional engineering degree with them.
In our state, we have seen that basic course is more valuable than the professional course.
For IT Teacher, the minimum qualification must be BE/B.Tech degree and for Lab Technicians it should be three years diploma course as we know that the minimum qualification required for Teachers in Govt. Schools are graduate with B.Ed.
There are thousands of degree and diploma holders in IT or CSE who are seeking jobs. Also, every year hundreds of students with engineering degree are coming up. Before it gets too late, give first privilege to CSE/IT degree holders.

Forest produce and facilities
Dear Editor,
In Arunachal Pradesh about three fourth of the total cultivated areas are under jhum land and the remaining one fourth under settled cultivation. The people depend upon forest produce for their livelihood.
It is to bring to the knowledge of chief minister and concerned minister that there are many areas having potential of coal like, Gensi and Garu under West Siang District, Kharsang and Jairampur under Changlang District of Arunachal Pradesh, but it is very unfortunate that people are not having right to gather forest produce like coal whereas there is clear established law to gather forest produce for their livelihood.
The state may ensure livelihood and food security since the Arunachalees primarily depend on the forest resource. The forest rights on ancestral land are not adequately recognized by the state government, resulting in historical injustice to the jhum land owner of the state who are integral to the survival and sustainability and customary rights over forest produce are not yet recognized or enforced.
The state government ignores the bonafide interest of the rural mass subject to the customary land rights.
The simplicity of rural people and their ignorance of modern regulatory frame works precluded them from asserting their genuine claim to resource in areas where they belong and depend upon. The historical injustice now needs correction before it is too late to recognize human values of civilization.
There are related established laws to be applied for the purpose of coal extraction and other forest resources from jhum land and ancestral land river.
Section 8 of the Balipara/Sadiya/Tirap Frontier tract jhum land regulation 1947 says that any person having right over any jhum land shall be entitled to gather any forest produce from such land for his own use or for use of the members of the village or the community, but if he wants to sell such produce, he shall be bound by other rule in force. Therefore, the state Govt, is competent to make rules and regulations like levy of tax and issue of transit pass.
Nagaland and Arunachal Pradesh have similar customary land rights. In Nagaland, Geology and Mines department issues a Transit Pass (TP) while imposing tax, thereof, the local people who are having customary land rights extract coal for their livelihood.
The Arunachal Pradesh has abundant of natural resources. It is the duty of the state govt to apply the mind as to how the state govt can earn revenue and let rural people engage in sustainable benefits.
